Telegram Boosts is a new feature aimed at Telegram group admins and channel owners. It honestly has quite a "cash-grab" vibe to it. It requires channel subscribers and group members to subscribe to Telegram Premium to earn "boosts." They can then assign these boosts to their favorite channels and groups to unlock extra content, such as custom reaction emojis, custom wallpapers, and upgraded channel styles. Each Telegram Premium user gets 4 active boosts to distribute freely among groups and channels for the duration of their subscription.
The formula for calculating required boosts is a bit complex, but here are a few examples to help you understand. You can think of it as a baseline of 1 boost, plus an additional boost required for every 250 members (Channel/Group member count). Basically, for every additional 250 people, the requirement to level up increases by one boost.

Example: If your channel has 999 people, you need 4 boosts to reach Level 2. If you have 1,000 people, you need 5 boosts to reach Level 2. If you have 1,249 people, you still need 5 boosts to reach Level 2.

Channel owners can also host giveaways within the channel to gift memberships to users. Each Telegram Premium subscription gifted counts as 4 boosts. That’s essentially $28.99 a year for 4 boosts—pretty expensive.
Below is a breakdown of the benefits for each level. Once a channel hits Level 50, the owner can even choose to disable official Telegram ads, providing subscribers with an ad-free viewing experience (though hitting Level 50 seems nearly impossible in my opinion):
