Pavel Durov said Telegram was building a large-scale non-custodial cryptocurrency wallet, with a summer rollout planned to make instant, fee-free transfers available to its roughly one billion users.

The idea could make sending crypto to a friend feel more like a transfer inside an ordinary messaging app. In my original post, I speculated that fee-free transfers might initially apply to GRAM while other assets would still carry fees. That was speculation, not a confirmed fee schedule.
This article records the July proposal. Before using a wallet, check which assets and transactions are covered and how recovery works. Non-custodial ownership means responsibility for access and backups remains with the user.
