Public groups and channels
Public posts can have shareable message links. Their visibility makes them available to readers, reporters, and moderation systems. Private channels are not a guarantee against moderation either: public invitation links, reports, and legal requests can still create routes for investigation.
My original post made assumptions about how often messages are scanned and how much work is done by humans. Telegram has not published enough detail to establish those proportions, so they should not be treated as facts. An adult-content label also does not reveal exactly how a particular moderation decision was made.
Private messages and spam reports
If a stranger sends scam messages or spam, use the client's report and block tools. Repeated unwanted contact can lead to restrictions, but Telegram does not disclose a precise report threshold or scoring system.

Illegal material and bots
Telegram describes efforts to identify prohibited sexual-abuse material and extremist content. Copyright complaints and legal violations can also affect bots. A bot's purpose, public distribution of its output, and reports about it may all matter; the lack of an immediate ban does not prove its content is permitted.
The original article discussed bans affecting administrators and related accounts after public investigations. That can occur in particular cases, but it is not a documented rule that every channel ban automatically extends to every associated user.
One example cited in the original post is the BBC investigation into hidden-camera abuse distributed through Telegram.
Appeals and law-enforcement requests
Follow Telegram's stated support and appeal process if your account is restricted. The original estimate of a less-than-10% appeal success rate was not supported by published data.
Telegram's privacy policy on law-enforcement requests allows disclosure of IP addresses and phone numbers under qualifying legal requests. Review the current policy for the conditions. Neither an ordinary cloud chat nor a private group should be assumed to guarantee anonymity.
