Giffgaff's low-cost UK SIMs became popular with people who wanted an overseas number for receiving messages and registering services. In July, users reported receiving notices that extended roaming outside the UK violated the service terms and that their connections would be terminated.

The important distinction is between travel roaming and using a UK SIM permanently abroad. Giffgaff's service is intended primarily for the UK, with roaming subject to destination coverage and fair-use rules. A low-cost SIM is not a guarantee of indefinite overseas service or anonymity.
My original post speculated about the number of users affected and the carrier's motives. Those figures were not established, so I would not use them to estimate the scale of the restrictions.
If you depend on the number for account recovery, review your own notice and arrange a reliable backup. Check giffgaff's terms and roaming information for the rules that apply to your destination.
